Cumberland Gap NHP is located in Kentucky, Tennessee and Virginia. Park Headquarters is located in Middlesboro, KY. Middlesboro, with a population of approximately 15,000 includes facilities such as medical, dental, and shopping centers. Elementary schools are located in Middlesboro, KY, Harrogate, TN and Ewing, VA. Southeast Tech Community College which is located in Middlesboro, approximately 2 miles south of the Park has a 4-year program. Summers are warm and humid with temperatures in the 90's; winters are normally cool with low's occasionally 15 degrees; elevation is 1040 feet.

This position is located in a National Park Service area or office. The purpose of this position is to serve as a senior contract specialist and provide business advice to the customer and other acquisition team members. Performs all preaward and postaward functions, using a wide range of contracting methods and types to procure complex, diversified, high priority, high visibility purchases, supplies, services, and/or construction. The incumbent will be required to obtain and maintain Federal Acquisition Certification in Contracting (FAC-C) certification, and a Contracting Officer Certificate of Appointment (COA).

Qualifications: Must have completed a four year course of study leading to a bachelor''s degree with a major in any field OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management OR Possess one year of specialized experience as described below and have been continuously employed in the 1102 series since January 1, 2000.
AND
One year of specialized experience equivalent to at least the GS-11 level in the Federal services performing the following tasks: involving the procurement of supplies, services, construction, utilizing formal advertising or negotiation procedures; evaluating contract price proposals; and the administration, termination and close-out of contracts.

You will also submit a photocopy of your valid State issued drivers license prior to your first official motor vehicle operation, and again every year or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid drivers licenses, whether current or past, possessed by you.
